I don't understand you logic here at all. In this context a "sister" is another Aes Sedai. Aes Sedai are sisters, Amyrlin is the Mother and novices are children. Property don't have sisters, they're not related to anyone.
Aes Sedai probably couldn't channel to save their biological sisters, because they all understand the Oath to mean just Aes Sedai sisters, and are thus bound by their interpretation.
You almost answered it yourself. "Interpretation". How the AS views the word "sister" in this context is paramount. The AS normally view it to mean another sister, but the oath itself does not make this explicit. As such it seems to me that if a damane could be brainwashed enough that she considered all Seanchan her "sisters", then the oath would allow her to protect other seanchan.
And I also made the point that damane don't have sisters. If you brainwash yourself a good damane you're going to implement them the belief that they're property with no ties to anyone. They have to see themselves as the leashed slaves whose goal in life is to obey. The idea of sisterhood seems far-fetched when all you are is a pet or a tool.
I bet any Seanchan would be enraged if a damane dared claim they're family. It would feel as if Jeffrey Dahmer was humping your leg and telling you that he's your uncle.
