What I think happened is, just as with Egwene figuring out how to create the Skimming effect by applying theoretical principles of saidar to Moghedien's suggestions, Moiraine might have read or heard about the properties of balefire and reasoned out that accomplishing such a feat might require all five flows and then dangerous guesswork as to how it might look and work.
