Imagine that the Dragon Reborn is a new leader for your country. It MUST be him and in order to save the country, he must remake it into something new. If he doesn't, the country will die entirely. Everyone knows that, no matter what this leader does, the country as they know it will be broken.

Characters don't operate from our 20/20 hindsight we have when we're reading these books. They operate from within in the world. Rand could have the best PR in the world, and people would still fear him, resent the prophecy he carries on his back, and wish him ill, in hope that by removing the Dragon Reborn, they can prevent prophecy.
