If the DO wins, that means the end of everything. That's it. Kaput for everyone and everything. If the DR wins then there is still hope for the people. They could very well survive, or their children might survive, or another of their family might survive. The DR is their only hope.
The common folk know this as well as everyone else, that doesn't mean they shouldn't be afraid of the outcome of TDR winning. His victory will leave them in a living hell. Why should they not fear this? Not to mention almost no one outside of the readers and Ishamael seem to understand tha the DO will be destroying creation. Even most of the Forsaken believe that they will rule the world the DO makes in his image. Must make for a good sales pitch... Become a DF and you'll have a better life in the new world order created by the DO.
