Could strengthen the case that Demandred controls him and that his new army will also invade Andor in AMoL.
There would be no point to that... haven't you read the epilogue? Caemlyn is under a massive strike by the Shadow already, with Elayne gone north with her armies.
It's possible Demandred has agents near Roedran influencing him, because he intends to use him as proxy.
There's really no point to sending him north anymore. It would make much more sense to have him launch a suicidal attack against the Seanchan to the south, to distract them from coming north because they have reports that TG has started and the world there is falling apart.
So all the rulers of Randland are going to be in one place (I guess this has spoilers)
