I've only read it once, but in his scene in the Epilogue didn't he flat out say that he was breaking the seals regardless of what anyone said. That is not up for discussion, and is not the reason he wanted everyone brought together. He wants to make a deal with them, a price for them to pay for him going to SG. If we add Aviendha's future viewings to this we can assume that the deal is The Dragon's peace.

He set Egwene up. He knew she'd react as she did. She's done his messenger and courrier work for him. And when it comes down to it the rulers of the lands who owe him their allegience will do as he says, not what some new Amyrilin says. Impressive as she may be portrayed, she is nothing on the new Rand.
