They are not just twisted versions of themselves like RJ said someone would be if turned by 13X13. They were completely different and alien compared to the native Aiel.
Red Veils instead of Black.

Uncovering the face when killing.
Dark eyes.
That added to the re-introduction of the portal stones being used in this book leads me to believe that they showed up from an "if" world.
