So, yeah: it's not some Shadow-only thing - as such. It could have to do with being "steeped in evil" so that the person's culture could be suppressed (which we know is what the 13x13 trick does, to an extent).

It's been a while, but IIRC she veils after Rand calls out to her and recognizing him restores her awareness of her self. Unless they're all channelers (or Sheriam lied, which is certainly possible) it can't be a 13X13 thing. I'm at a bit of a loss to explain what they are unless the DO has been seizing and turning every male Aiel who runs north to "slay Sightblinder" when he learns he can channel. I don't really think they'd kill unveiled even then, but: Aiel Dreadlords; what a lovely thought....
