Well, technically, she was put there for dubious reasons at best.
Then, sure, she managed very well to stay there, in control, and ultimately to be properly raised by the Tower unified. All true, they are great accomplishments.
Still, you cannot deny that the first step was not her work, just... well... a gift from the author.
It's like winning the lottery and then spending very well your money creating something that lasts... fine, you managed well, but you have to win the lottery first.
