We've seen people come to power and make big changes quickly in real life, from a variety of cultures. It's not necessarily the culture itself that's at fault.
Could you name them? I'm trying to think of some that have had similarly abrupt changes in the totality of the culture, and I can't name any off the top of my head. Particularly when you keep in mind that there was no change in overall leadership, that all institutions maintained their former power, unlike in most coups or revolutions; that Sevanna's (legitimate) inheritance of the chief's role from Couladin was really the only change here, and as we're repeatedly told, a clan chief is not a wetlander king.
