It would be a good strategy for a conventional war, but

the Last Battle is anything but conventional.
If the Last Battle is a war of attrition between human and Trollocs, like the Trolloc War was, it would be a good way to invite the Shadow to spread itself too thin.
"Divide and conquer". If the enemy spreads itself too thin, it divides itself for you to conquer. But I just don't think beating Demandred in the battle field is going to matter.
Putting human under Demandred's rule just so he would be forced to spread his troop too thin sounds like the old war plan that Dark Rand was preparing, giving Andor and the Two Rivers to the shadow so he can win the battle. I don't think Rand Sedai would go for that. He may surrender the land, and empty cities, but not people.
I can see Rand defend large population centers, and use gateway to move his troops to around to increase the effective number of troops. Demandred may take over most of the land of Rand's power base, but I just can't see Rand leaving people under shadow's rule.
It is said that every group must unite behind the Dragon for him to win, including the White Cloak and Ogiers. If large groups of people will be under shadow rule, how can they be united behind the dragon?

Sadly, the thing you reference four times isn't actually anywhere in the book.

agreed, it'd also be a terribly boring book to read if the DO was defensive
