Compound that with her unwillingness to really empathise with people, and it's quite clear she more or less has the same attitude that Dark Rand had: the ends justifies the means, people need decisions made for them, I know better than others, I have no time for the suffering of others.

She isn't as far down the spectrum as he was, but she is completely oblivious to it while with Dark Rand we have very tangible proof that he knew exactly how wretched he was and desperately wanted to change (though until VoG he didn't have hope that he could change). His interactions with Nynaeve in TGS are probably among my favorite moments in the entire series, they are so laden with depth. Egwene really suffers for not having scenes like that (Siuan would have been a perfect character to have this relationship with, but Egwene treats her more like Dark Rand treated Cadsuane).

She's certainly no more sparing than Rand of anyone, even themselves, in her pursuit of what she considers the proper goal. She's SYMpathetic, but only episodically, and usually in direct proportion to how significant someone is to her larger plan. Of course, she doesn't even have Rands role as Lights Champion and ta'veren to mitigate her behavior, but acts like she does. The Amyrlin is Watcher of the Seals, so OBVIOUSLY only a paragon of virtue need apply, and any upstart Reborn Dragons suggesting the Seals be DESTROYED is in the way of the Lights Champion (the Amyrlin). It's like she thinks restoring the Tower and winning Tarmon Gaidon are synonymous, so any sacrifice that goal requires, of anyone, is not only acceptable but obligatory.
