Yes, that certainly seems so; Egwene has gotten very good at absently and briefly noting the suffering incidental to her plans. Perhaps Nynaeve needs to take her up to Dragonmount for an epiphany, since Egwene seems to think she's the Dragon Reborn now. It was, after all, the thing Rand lacked that would've destroyed the world even in victory, the thing he cautions Nynaeve not to let the Tower "ruin" in her.

To be entirely honest I was leaving myself an out as much as Egwene; I don't think there's any hope for her on her current course, but also don't rule out the possibility she voluntarily descends from her arrogant precipice rather than falling meteorically. One way that could be accomplished narratively and credibly would be if her behavior is the result of Aran'gars Compulsion. It's even possible Aran'gar has her programmed to attack Rand and that's the other occasion on which Perrin must be present to save his life. Nynaeve knows what to look for, thanks to Rand, so she could spot it in a moment if she ever has the chance to look, and since Egwene apparently feels it's past time Nynaeve stopped wasting precious time assisting that irrelevant Dragon when she SHOULD be in the Tower preparing for the Amyrlin to defeat the DO she may get that chance.
