Why should Cadsuane's "distance" unraveler not also go cold at nearby channeling?

no reason to assume it requires active Channeling or to assume that it doesn't go cool when someone is Channeling nearby. Mat can feel it when women are channeling nearby even when weaves aren't directed at him.
KOD
A Cold Medalion
Joline’s Warders, Blaeric and Fen were nowhere to be seen, so there was no need to talk his way past them to get inside, but as he approached the dirt-streaked steps at the back of the wagon, the foxhead medallion hanging beneath his shirt went icy cold against his chest, then colder still. For a moment, he froze like a statue. Those fool women were channeling in there! Coming to himself, he pounded up the steps and banged the door open.
What's your point? I only quoted that Alanna scene from tPoD to show that Cadsuane has some ornament that goes cold just like Mat's medallion, and it is reasonable to assume this is the one that breaks weaves.
Now, since Elayne has worked extensively with Mat's medallion and found no way to use it to disrupt weaves at a distance, it is a reasonable conclusion that the same is true for the golden crescents Cadsuane wears.
There is no reason why Cadsuane's ter'angreal can't both go cold when someone channels AND affect weaves at a distance of 20 feet or so.
The two abilities aren't mutually exclusive. Most likely, Mat's medallion was originally created for a non channeling warrior who simply needed protection from direct One Power attacks, while Cadsuane's was an upgraded model, which had all of Mat's medallion's functions, but can ALSO extend it's effect over a limited distance when directed by a channeler.
