Just a random thought on Sanderson's comment that there are only 6 women stronger than Nynaeve on RJs list ... then it started occurring to me that Cadsuane has never been particularly overawed by Nynaeve or Alivia's strength in the Power, and she's made a couple of interesting comments about Strength:

interesting that she specifically points out "has come to the Tower" in this statement ... almost as if she's encountered a woman stronger than her who never went to the Tower.
Then she makes this interesting statement in

And she had not been put through the lessons that what must be endured, could be endured. In truth, Cadsuane sympathized with her. Somewhat. It was a lesson not everyone could learn in the Tower. Then there is the comment Cadsuane makes about it being 270 years since she last encountered a task she could not complete ...
It all paints a picture that Norla was extremely strong in the OP ... perhaps she's the mysterious woman who is also ahead of Nynaeve on the list ...

I think Norla owned the paralis net and Cadsuane tried to overwhelm her with the Power, only to be overwhelmed herself. The paralis net does have an angreal and several other neat toys. Its likely Norla gave the paralis net to Cadsuane after she's taught her for a while, as a badge and as a gift.
the question is really how Norla got Cadsuane's attention in the first place ... it's not like Cadsuane would have immediately known what the Paralis Net was ... given she was knew to the Shawl and "full of her own Strength" it just seemed logical that Norla being of extraordinary Strength is what would have been the one thing to draw Cadsuane's attention.
It's not impossible that she was drawn to Norla's strength, but its more likely she was consumed by her newfound status as an Aes Sedai and tried to control Norla in some way. My best guess is that she discovered that Norla had an angreal and tried to claim it as Tower property and got her ass handed to her.
Anyway, I think Nynaeve is the strongest woman to have lived on the mainland since the Breaking, including wilders. Obviously other women like Sharina have been discovered since then, but she's pretty much hinted as the highest strength ever seen since the AOL.
