not to say Norla is more than just that ... or Sera for that matter, for all we know she could be only as strong as say Moiraine and still be the strongest of Tuon's personal Damane ... the Seanchan don't seem to put all that much emphasis on Strength in the Power so there is no reason to really believe Sera is an Uber-woman, simply the strongest in Tuon's entourage.
