I think Nynaeve is about 90% as strong as Rand. Whether that constitutes close in strength or not is debatable. I'd agree that Nynaeve is pretty much as strong as the second male Forsaken level ie. Sammael, Rahvin. There's a class above her in the form of Lanfear, Ishamael, Demandred and Graendal... But I think with enough skill she could duel any of them. I'd still bet on the higher tier, but I think its clear that Nynaeve is almost as strong as a channeler can be.
Certainly, there are a couple of levels above Nynaeve. But its also obvious she can be a threat to Rand. I see no other way for Semorhage to have been such a repected Foresaken if not. There's no way Rand can simply overwhelm Nynaeve. It'd be a close battle with the edge to Rand.
Of course, with his LTT memories, Nyn has years of skill to gain before she can challenge him.
