Graendal's use of Compulsion is both subtle and heavy-handed. She likes to completely rewrite her victims' minds and that leaves no room for [reactive] improvisation unless she takes more time and effort to give the necessary commands for every possible scenario.

Graendal's desire for angreal and ter'angreal probably stems from a deep-seated insecurity in her abilities as a channeler as well as wanting to have as many resources as possible to attain Nae'blis-hood.

Graendal and Sammael were the only Forsaken shown to be ter'/angreal greedy. Sure Moggy could've snuck into the WT to snatch some angreal but the risks turned her off to the idea. Better that instead she went to Ebou Dar for its cache, which she did. Mesaana was inside the WT and even she did not steal any Powerwrought items when she should have.

Mesaana is a follower, not a leader. She is content in the Chosen hierarchy.

Semirhage cares only for her own sadistic pleasures. No real plan to become top bitch.

Moghedien wants only to survive and if the opportunity presents itself with minimal risks to herself, pounce on her targets.

Demandred and Lanfear are both secure in their power and so pursues their obsession with Rand.

Moridin is a whole nutha level of crazy, and he has his own special cache he likely amassed during his "paroles".

Asmodean desired more power, but he lacks initiative and tactical skill.

Rahvin and Bel'al were probably too engrossed in politics to search out artifacts.

Balthamel and Aginor both died at the Eye of the Worldm just recently out of prison and in no state do much of anything.
