It's possible that there was a standing agreement among the Forsaken not to bring angreal to meetings with each other, or to Shayol Ghul. Maybe in the AoL when there were hundreds of shadow-sworn Aes Sedai it was actually quite dangerous to have angreal and sa'angreal - the others would turn on you, frightened of your power. And a hundred times moreso for those who could make angreal. That might easily have been the most dangerous occupation in the War.
We can speculate. A more puzzling question is why the newly-released Forsaken didn't find new angreal at once. If Elayne and Nynaeve, neither particularly practised in tel'aran'rhiod, could use Need to find the Bowl of Winds, then any one of the Forsaken should have been able to find as many angreal as they liked in the first week after their release.
Personally I think it was a plot convenience, to stop the Forsaken from being too powerful for the characters to fight in the early books.
