SG is deep in the Blight, and the DO will kill you if you channel. So every meeting is a guarantee that they're safe from (a) each other and (b) other people. This obviously didn't include the Sealing, but they couldn't predict that.

But there's no need, during a War of Power that they're winning, when they have tons of resources available to them (openly-dominated territories, etc.). It's like taking every electronic gadget you have out to the beach. These "advanced" evil people seem very arrogant and very efficient...
