We don't, although simplicity=/=weakness. Another scenario

I do agree that we can't really KNOW. That's kind of my point. There are explanations out there if we're willing to accept that we don't really KNOW and thus venture for more explanations.
But I do need to point out that just because a weave is Simple doesn't mean it can just be unraveled. Even a basic Healing weave can't be (as far as we know) "unHealed". Of course, you can just re-injure the person, but my point is that the Healing itself is not undone.
If her weave, HOWEVER simple, actually changes the nature of the material, it's not like you can just "Dispel Magic" (to mix magic system metaphors
) and it will turn back, particularly considering how Cuendillar responds to the OP.
Of course, if that's not the case, your idea works as well. Maybe to make the "good Cuendillar", they had to make the items from "Scratch" (i.e. work it with the power, transforming it to cuendillar in the process).
How about this scenario.
Maybe they used to do it Egwene's way, but discovered another way that maybe made better quality items from "scratch", but required more resources. The items made via "conversion" were strong enough to behave like cuendillar, but perhaps didn't have enough stamina, so to speak, to survive the time and events leading to where we are now in the timeline. This would explain how there could be a deficit of Cuendillar items, despite the seeming ease with which they are made. Conversely, the more durable Cuendillar items that were made from "Scratch" required too much Power and resources to make as many items. While these items would survive until the present time, there would be less of them due to less initial production, and being "lost" between years and events.
