A person has to give up their ability to channel in order to make an Angreal and so a Sa'angeal would require a circle of channelers. That may explain why male Angreal are so rare. although (typing out loud) I don't know how a Male Sa'angeal could be built... Anbody want to execise their brain
No one would EVER do it, that's total nonsense.
That said, if you had to give up part of your ability, then it could make some sense (but it has already been suggested).
Some noble channeler who has lived for 600 years and knows they're about to die? Servant of All and whatnot.
I wonder if a way was figured out to forcibly take a channeler's ability and make angreal. I think Elayne mentions one of the angreal from Ebou Dar felt wrong/creepy. If nothing else the Shadow surely tried it the old fashioned way and tortured someone into "volunteering".
I'm not sure I think that's the secret to angreals, but it's possible.
