Moiraine treated Lan and Bucama absolutely terrible, yet they were expected to take it and be courteous to her, simply because she was a woman. When she suggested to pay them for escorting her, Ryne was insulted. And then there's the whole carneira custom which give the women a lot of power too. It's hard to imagine that in such a society the Queen would be just a consort.
