Renna tells Egwene that the first a'dam was created by an Aes Sedai who wanted to ingratiate herself with Luthair Paendrag, and also that if Egwene turned out to be able to make a'dam, she would live a pampered life. So some damane can make a'dam, but it's a rare talent.
Ooh thanks, I remembered the first fact but not the second one.
I find it odd for some of them to be able to duplicate one specific ter'angreal but not others — on the other hand they might simply not have many ter'angreals (or none at all) on Seanchan and might just not have tried... or am I missing something else? ^^
In theory I don't see why a damane with the Talent for making ter'angreal couldn't make lots of different ones, but I imagine the Seanchan would see that as a waste of her time. They aren't big on creativity. Making angreal, though...I wonder if it's a different Talent completely to making ter'angreal? Because the Seanchan would have been churning them out at a ferocious rate, if they had the ability. Or, as RugbyPlayingAshaman says, maybe it needs men.
How come every Forsaken wasn’t loaded with angreal when they were sealed in the Bore?

I suppose that depends on what you want to get out of a fantasy book. *NM*
