It could be the case that the a'dam is actually an imperfect ter'angreal but we are so used to it's characteristics that we assume these were exactly what the original creator intended.

Perhaps if a man were involved in the creation of the a'dam, it would be able to work on both male and female channelers with none of the side effects that occur when a male is leashed by a female a'dam or a female touches a male a'dam.
