Elza thinks when she kills Osan'gar that he is 'only a renegade Asha'man' or some such, rather than one of the Forsaken, and therefore she could kill him. This makes it unlikely that she would kill Semirhage, unless she thought that somehow Semirhage was going to prevent Rand from making it to the Last Battle (which doesn't seem likely).
