She did notice it. She says there's something different about it. She also notices the Saidin from Flinn's ward on Rand's wound...
Graendal's TP POV indicates that only the individual who wove the TP weave could see them.
Who said Elayne would see it? I'm saying she would sense it, like Nynaeve was able to sense the taint-compulsion. We know from when she tested the Dream ring that Elayne does something like delving to the ter'angreal she tries to copy, and this lets her even see the molecular structure of the stuff. I think that's when she's fell any TP in the ter'angreal.
