In her POV, she is surprised and terrified to see Rand himself waiting for Ramshalan to return. In fact, when she sees Rand carrying the access key she thinks that that is almost as bad as Balefire, hinting that even just before she traps Aran'gar and Delana she doesn't consider it likely he'll destroy the palace with Balefire.
