She created a Bela in TAR for her trip to Salidar and willed the mirror image to "live" for as long as she could before she left her behind. After that real life Bela was passed to Siuan.
Its interesting that Bela "ran like the wind" there too, and Egwene does show a great deal of affection for her. It was Dom, I think, who said that as soon as Bela died, Egwene's death was certain too.
And you can see why. Bela ran with great speed for Egwene... always for her. First, in the Two Rivers. Second, in the Dream world, third, from the Rebel camp to the shore of the Erinin... all three major transitions for Egwene: from Village girl to Novice, from Accepted to Amyrlin Seat, from Amyrlin Seat of the Rebels to true Amyrlin of the Tower.
The last time, they did not run together. But Bela ran to her death, paving the way for Egwene to hers.
