It is implied Death in Tel'aran'rhiod in supposed to be permanent, for we are giving two specific examples of specific characters if they die in Tel'aran'rhiod there death is permanent.

Heroes of the Horn live in Tel'aran'rhiod until they are respun or called. It is implied that if Birgitte died in Tel'aran'rhiod her death would be permanent
Wolves live in Tel'aran'rhiod after death. If a wolve dies in Tel'aran'rhiod it is implied that the wolf death is permanent.

Are these two specific examples true for all people, or only these two specific examples for these creatures live in the world of dreams "in between lives?"

Internal Lore can be incorrect, the people inside this world believe it to be true, but RJ can say it otherwise.

Would these people still be dead after a complete turning of the wheel and all 7 ages have been completed?
