The sul'dam are able to force because they're in a link. The a'dam likely prevents overdrawing, or it could too easily be used as a weapon by women ready to give up their lives to kill their sul'dam.

As for the others, it never made much sense to force women. Strength in the OP was less of an issue for women of the Tower in the LB than skill. They had links and angreal enough to match anything that was lobbed at them. Their issue was not being skilled enough, and forcing doesn't change any of that.

Plus, who knows what a Novice who overdraws will do? Its ludicrous to assume all of them will only kill themselves. What if they take 20 others with them? Its too unpredictable, and therefore stupid.
