It isn't sourced, just based on what we see in the books, and on RJ's statement that the top six were pretty stable, and included those I named.
But the context of his comment is that those top six were the ones who were most consistently in the Dark One's favor, which would be skill in politics or sycophancy and have absolutely nothing to do with skill in the Power or channeling ability.
