No. There is a BIG difference between social oppression and outright stripping of free will and autonomous control of your own body.
Those regular folks CAN revolt. There's nothing stopping them from doing it if they wanted to. Those soldiers have the CHOICE of disobeying, deserting, etc.
The a'dam is a different thing altogether. You can't even do anything your own mind told you to do without the express permission of the controlling person. You are owned in every way possible, body , mind, and soul.
