He's very powerfully ta'veren, if he could simply warp the pattern to kill her then he's capable of trying to convince people with it. I imagine the latter is more complicated and thus why it failed. It wasn't the pattern trying to make her accept, it was Rand trying to bend the pattern to his will (not entierly deliberately I suspect).
That halo of darkness has already made Tuon turn against him once she felt him trying to bend the Pattern to his well, and we have not seen a similar feat done using t'a'veren-ness with the same effect. It reminded me of the first few times we've seen Ishamael, actually.
