I believe this was supposed to be Rand trying to bend the Pattern to his will. He threatened to do this twice in the book--once to Cadsuane, and once to Graendal's spy, Kerb. If possible, I guess it might be a form of Compulsion--but the effects of ta'veren have always been different. Chance twists around Rand, and people have much looser tongues--but never because of a feeling of worship or necessity for the person to whom they are speaking. It always just happens. With Tuon, BS clearly put Tuon in a mindset where Rand's will was supreme, which mirrors Compulsion closely. But I can't honestly believe that Rand used Compulsion. For one, Nynaeve and Elayne--both of whom are very strong-willed, were absolutely no match for Lanfear's compulsion in the White Tower. A strong will such as Tuon's cannot resist Compulsion. Secondly, Rand is familiar with Compulsion, but he views it as a thing of evil as well, and I can't seeing him use it to further his gains. He's been in many situations in the past where Compulsion could have served him greatly, but he hasn't.
Is anyone angered by the Seanchan and a'dam?
