What Rand did that was evil was that he abandoned Arad Doman. Other then that he did nothing evil exactly but came very close.
Rand's destruction of Graendal's lair, while evil in peacetime, is necessary in war. It is no worse then the bombing of Hiroshima and Nagasaki, not to mention the firebombings of Tokyo and Dresden, which were in some ways worse then the A-Bomb. (One could argue that they prolonged the war instead of ending it.) The death of Greandal could very easily end the war and famine in Arad Doman.
All of the other things mentioned were evils that Rand came close to doing but did not cross the line. One is not evil for thinking about doing evil only for doing it.
