Let's look at what he did, he brought them a bunch of food, not his fault it was destroyed, he killed Graendal, he made a very good attempt to bring order and peace, inside and with the Seanchan, and in the end he left them with their only military force far away, easy pickings for the Seanchan, who tend to bring order and food too. It was obviously a failed attempt, but he made the attempt, so how is he any more evil than, say, Egwene, who did not send food or troops, or Elayne, who has food and gateways too, or the borderlanders, who had the troops to bring order way back but instead elected to march those troops even further from their duties. He couldn't do anything else, it's like bringing a peacekeeping force to some place that's ravaged by diseas and war, bringing vaccine, then finding out the vaccine was ruined and you hvae no replacements, you pack up your troops before they get infected too and go home, sucks, but not evil.
