What Rand did that was evil was that he abandoned Arad Doman. Other then that he did nothing evil exactly but came very close.
He did what he could. He had other priorities, and the Domani were not shaping up. At some point, people have to step up and handle things themselves. Sure their country was screwed up, but he tried his best, got next to no cooperation, and how much food is he supposed to donate anyway? He brought them a ton and gave it to them for free! Is he supposed to reduce Tear & Illian to the level of Arad Domon to feed the Domani? At some point practicality has to rear its head too. He has a war to fight. He can't keep taking food out of the mouths of those who are serving him usefully to give to those who are no use.

Rand's destruction of Graendal's lair, while evil in peacetime, is necessary in war. It is no worse then the bombing of Hiroshima and Nagasaki, not to mention the firebombings of Tokyo and Dresden, which were in some ways worse then the A-Bomb. (One could argue that they prolonged the war instead of ending it.) The death of Greandal could very easily end the war and famine in Arad Doman.
Actually, I hold that NONE of those bombings were necessary. They were random acts of destruction, with no real military purpose behind them. Rand used precision and verified his target's presence before shooting. Long before Dresden the Allies knew how inaccurate their bombing really was. As one export put it, they were not actually fighting, they were simply exporting explosives, without a care where they landed. And there were simply no targets of a level of Graendal to justify the kind of collateral destruction done in the bombings.
