I think originally RJ just had people from Randland, but then he expanded his list to include Forsaken women and women from other continents like the Waste or Shara. I don't read too much into it, just pointing out that for symmetry reasons there should be a Sharan stronger than Nynaeve b/c we've seen at least one person from each major civilization/continent except for Shara.
