But he also has other priorities. One of which being the conversion of the Dragon... and Ishy opening gateways to bleed the planet dry (whether this is a legitimate option or not, I will not address) would not allow this other goal.

Shai'tan doesn't reason like a human - he's an alien entity (in the 'utter-and-completely-foreign-to-our-understanding' manner, not the 'from-another-planet' manner). His goals appear convoluted and even illogical to us... to him, it may be MORE important to convert the Dragon than even to break free!

As followers of Shai'tan, the Forsaken know that if they go too far against his will (especially his primary goals)... they have an eternity of suffering to look forward to. If the DO doesn't want the oceans evaporated into space, it ain't gonna happen.
