The Forsaken are still doing the Light's will.

Well, not really the Light's, but the Pattern's. The Forsaken are still threads in the pattern, and they are still subject to the Will of the Pattern. Some people might argue that if they are, why aren't they just drawn to the Dragon, so he could defeat them? Because the Dragon must learn. The only things outside of the pattern that can influence it that we've learned about are the Dark One and the Creator. And the Creator will not interfere. The point is, the Forsaken don't do it because the Pattern does not will it. And that is the long and the short of it.
