There could be some great Exaclibur-like story behind how Hawkwing came to find Justice. Justice could be a sword with great legend behind it.
You also have to remember that we know for a fact that Rand's new sword was made during the Age of Legends. What greater prestige could Hawkwing have than such a well-decorated power-wrought sword?
I can understand Hawkwing would have had his Golden Hawk made on a sword forged during his lifetime, but Justice is a much older sword than that.

I'm not sure of the reasoning that LTT would have A) had a sword as a weapon other than Callandor or B) it would have survived the War of Power, the Breaking and LTT's suicide to be passed along to anyone.
Also, I thought this was one of those instances of circular time where Rand finds a random sword which later becomes known as Justice, even though physically not the same one that Artur wielded. After all, IIRC, Artur's sign was a golden hawk in flight, not a golden dragon, yet Rand's new sword has a sinuos dragon going down the side. Is it possible that he saw this sword during the battle against the Seanchan High Lord Blademaster? The style of the sword doesn't sound Western.
