Norine basically fulfills all points which spoke for Danelle, i.e. a reclusive, relatively low-profile AS (which speaks against a Sitter) with no friends and blue eyes.

Besides that, Norine demonstrates a strong dislike for Alviarin, which would fit Mesaana's desire to don't have a close relationship with Alviarin. Plus, the White Ajah makes sense, since it is the smallest Ajah (you don't meet other Sisters that often), and Mesaana could probably still observe Alviarin a bit better. White would likely also suit Mesaana's character quite well. We also see her in a white dress in TGS.

And Norine is at least mentioned in KoD having contact with Egwene, Leane & Alviarin, which makes sense for Mesaana to test/measure them, while Danelle was the last time mentioned six books ago (ACoS, prologue).
