The only way they will happen, I think, is if Brandon Sanderson decides to go ahead without her express permission. If Tor decided to commission him directly, it will end up being a situation where he creates new stories in the WoT universe loosely based off RJ's notes, but not entirely reliant on them.
Harriet owns the copyright to the WOT franchise, not Tor. Tor can't do a thing if Harriet says no. The only complicating factor is that contracts were written and I think advances paid for the prequels and outriggers - if she decides not to publish them, she probably owes Tor a bit of money (though I don't think that will matter too much).
