That's because they weren't dosed with Forkroot. She's melding their flows, but they are the people actually serving as conduits for their own power, and her being dosed with forkroot doesn't affect that. Nor was it implied that it would.
So, all of this really implies, IMO, that forkroot can be overcome by linking (or using a Well). I suppose it's worth asking Sanderson, though.
What do you mean, Forkroot can be overcome by linking? If a sister is in a link and is given a strong dose, she'll still faint, and be unable to channel for sometime.
And a well won't work if the dose is strong enough to prevent you from channeling. And if it reduces your flow to a trickle, then a trickle is all you'll get, albeit from a well.
