1. Tuon - even though, honestly, if I was confronted by a man around whom a halo of darkness sprang up, I'd be inclined to refuse anything he asked of me, as well. But she just annoys me, and I really don't feel that interested in the Seanchan "culture".
I think you may have missed the point. Rand was using power from the Shadow (intimidation and some sort of non-channeling compulsion) to make Tuon give up. While a compromise would have been ideal, the treaty would have been a disaster if made using compulsion - as soon as it wore off, the Seanchan would just attack again.
This way, both sides can try again and make it a real peace. The Seanchan won't free all damane; but they may free those who wish to be freed.
Tuon gained more respect from me than almost any other characters in this book for being the ONLY person to truly stand up to Evil Rand.
