Mesaana, being a teacher from the AoL, may have quite a bit of familiarity with the Rod. She may have turned it off with a flow of Spirit, or not put the flow in the correct place, instead of activating it when she took the Oaths in front of everyone. A power-woven disguise would do for the ageless look.
There has not ever been a visual discription of the Oaths settling upon someone. It is always described as a tightening of the skin, something settling down on her. I think Egwene and Co would be staring at the face of the person swearing, not where the flows went. A flow of Spirit somewhere on top of the ROd is enough. Or, maybe inverted other flows to do the same.
