The leashes are an order keeping mechanism, but the oath rod is a better one (than the leashes). Both confine the actions of channelers, but the oath rod allows for more flexibility of thought and action within channelers without enslaving them utterly or having to worry about suldam. Most vassals in most nations swear fealty to their ruler, the oath rod ensures that fealty sworn is fealty served.
