There are no 'ideal societies' in the WOT. But peasants are people too, and I would rather be a peasant in a society that values law and order and is very stable, than in a place like Tear and Cairhein. Remember, upward mobility in a medieval society is almost non existant; so if you are going to be a farmer, you want to be a farmer in a place where you feel safe. It also seems that incompetence in rulers is far less tolerated in Seanchan, so that it seems likely that most peasants would be better off...

I always got the impression that every Seanchan basically lived in a state of paranoia that the Seekers would overhear some random anti-empress comment... if the Society was in fact safer, the people wouldn't be so afraid of their rulers.
