Rand is distantly related to the Aiel/Traveling People from near the Breaking, who were given the task by the Aes Sedai to protect the stash of ter'angreal. LTT may have been related to someone in that group, but we have absolutely no reason to believe so. In fact, we have reason to believe it is not so--Lews Therin killed those related to him, and we heard nothing of any Da'shain being killed by LTT.


The Aiel part of his blood is just one part of him. His mother was a descendent of the Royal House of Andor, whats to say that a part of that line did not descend directly to LTT?
